I think it is the Maximum stable on air cooling, can go in windows at 3.8 but 5sec of LinX and the CPU jump to 75c.
You sure were limited by bad PSU and your Ram Speed.
My Quad wants to wake up at 3,95Ghz but heat makes it sleep again

Ram is actually at 1000Mhz because shitty mobo doesn't like running more then 1000Mhz Ram Speed.
