Because re-testing every single GPU on new drivers every time they get released is very time consuming - each card takes around 3 hours to test. We tend to update them 3-4 times a year at most.

They could, but not every case has that much room, so you'd end up with the same problem of some people not being able to fit it in.
Some manufacturers are already kind of doing this too - look at the side on shot on the first page of the 7870 IceQ we reviewed last week.
This is both like - and not like - being an Amiga user in about 1994. Back then, we had heaps of software appearing that was hungry for performance, but nobody was about to push out faster hardware. Now we have all these massively high-performance options, but what do we get?
Disappointed with triple slot & louder fans given how good my 570 Phantom is and this was a potential upgrade path for me. Time to look at other options.
