When you install the game you need to be online. You need to be online to get updates too. However, once the game has been run once for the user you want to play it as you can then set it to play offline via the settings menu (or if it fails to log on to the net then Steam will present the option to you if you have the user details saved). If you have multiple accounts on a system however then it'll be a bit more complicated. For most people this isn't an issue though.
